Question : "Turn Windows Features On or Off" Is Empty

The "Turn Windows Features On or Off" prompt is empty for me. (See attached screenshot.) I've looked online for help and found an MS KB article saying to run the System File Checker (SFC.exe) tool with the sfc /scannow command. I've run it and the output said that nothing wrong was found. Any ideas?

I don't see anything significant in all the above.  Do you?
