Question : Trying to format cross referenced text into a hyperlink

I have a user that has inherited a large document with Cross references that refer to figures on the same page or next page. The text which says ie: Figure 2  -shows as black text.  She wants to change the formatting to look like a hyperlink. (blue underlined) .  We have selected the text and changed /modified the style but it will not change.  if we select the text, and see what is says as far as formatting, it shows that is is hyperlink formattting, but it doesn't visibly show it.  She has other Figures in the document that are bookmarked and these have been formatted to look like hyperlinks with no problem.

I think the best way is to create a character style based on the Hyperlink style and apply that character style to the cross-references.  I cannot tell you why some are already formatted properly without looking at the document itself.
