Question : SQL Express 2005 - SBS2003

I am trying to install SQL Server 2005 on SBS 2003 with Service Pack 1. This is a brand new, clean build on a brand new Dell PE430C, 2Gb RAM, 250Gb Raid 1 - no shortage of space or memory.

According to Windows Update, there is nothing left for me to install.  However, I am getting this error (while installing SQL Server Express):

"Your operating system does not meet Service Pack level requirements for this SQL Server release.  Install the Service Pack from the Microsoft Download Center at http://go.microsoft.com/fwlink/?LinkId=50380, and then run SQL Server setup again."

When I go to the link, there is nothing there to download (it takes me to the  main Microsoft download page).  I meet all the requirements that I have found.

The SQL express management console has installed, .NET 2 is happy, just SQL express is unhappy.

This is my second build as I thought that I had a poor installation/corrupted files, same problem. There is a similar question from 2005 on XP (search for "50380") but no real answer.

As a confirmation of SP version, please post the contents of the registry hive HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion here.
all values and data just for that key - don't need subkeys, but you can also exclude DigitalProductId, ProductId, LicenseInfo, RegisteredOwner and RegisteredOrganization since those all have sensitive information in them.

I would expect to see the following included:
"CSDVersion"="Service Pack 1"
"CSDBuildNumber"="1830"
