Question : File Recovery after hard drive format

Is it possible to retrieve deleted files from a drive that not only has been formatted, but has also had the operating system reinstalled?

Looking at the situation in a series of steps, it would follow through in the following way:

1) formatted hard drive
2) installed operating system
3) Need to recover a few files that existed before the format

Is this possible or has the new installation of the operating system eliminated the possibility? If it is possible, then the answer I need would include the name of the software that can do this. I've already tried Get Data Back and Final Recovery. Please don't just give me a list of software products that I can try. If recovering these files are possible, then I suspect there must be a software product dedicated to this specific task. Thanks.

   It is not likely that you can recover the data after a format and write over.  Sorry!
