Question : SMTP Service uses all bandwidth

I have an user who sent a 900K email to about 1000 destinations.  We have a 256 pipe going out, needless to say, we essentially have no internet connectivity.  Her mailing has been using all of our bandwidth for over a day now.  At least this I think.
If I stop the SMTP service everything is returned to normal.
When I check the SMTP queue, nothing is shown.
Is there a way to manully clear the queue?  I have stoped and restarted the SMTP virtual server.
