Question : REP-51002: Bind to Reports Server rep_speed1 failed

I am running oracle 9i apllication server and have great load on it as well, the system was working very much normal from last 16 months but from day or two whenever i m trying to run report Report server gives this error Message "REP-51002: Bind to Reports Server rep_speed1 failed"
I have restart it several time but no difference in condition at all.
Also  Some times due to load i have restart server abrubtly.
If any one have solution Please Post it here.
