I reported this as a bug in RS2000 but it doesn't look like it's been fixed in SSRS 2005 either.
I'll refer you to Microsofts web page on the subject; http://msdn2.microsoft.com/en-us/library/ms156493.aspx
It mentions that report designer takes the default language from the version of Visual Studio you are using. Suggesting both you and I have a US version! I can't remember whether I downloaded the English-US or English-International version of SQL Server from MSDN now - which is where my version of Visual Studio came from (called BIDS).
I suspect it's still a bug.
As an aside, in the ideal multi-cultural world, you should set the report language to =User!Language then it will take the settings of whatever environment it's running in! Still I've no idea how to set this by default, I've just got into the habit of setting it manually, plus most new reports I do are cloned from an existing one so the settings are already done.
Cheers Chris
