For best results, use a quality program designed for exactly this purpose; I've heard good stories about Audiotools: http://www.btinternet.com/~amfish/index.htm - it can filter tape (or record) noise and seperate tracks for you.
Then, you still need to get the resulting WAV files into MP3; in tests (like at http://www.r3mix.net ) the LAME encoder turns out to have the best quality sound by far (and it's free!).
The required LAME binaries can be found at http://www.sulaco.org/mp3/links.html#binaries.
This is however a DOS program, and you may want to use a Windows frontend:
RazorLAME is an easy-to-use frontend for LAME, and can be found at: http://www.dors.de/razorlame/
Good luck!
PS Audiotools includes a plugin for 'Gogo'- Gogo is actually a sped-up version of LAME (but an older version of LAME). I wouldn't recommend using Gogo itself as the quality is really not as good as today's LAME, but perhaps the plugin accepts LAME as well.
