A Dynamic DNS service allows you to run a program/service on your server or router which continuously monitors the line and detects for an IP address change. When a change is detected this is updated with the DNS provider, who's DNS systems are configured so changes are replicated very quickly (within 5 minutes) to all DNS servers.
I have used both DynDNS and No-IP, and have usually used the No-IP free service, just mapping an A record on a domain name to a dynamic IP address. The No-IP Dyanmic Update tool is very good too and can run as a windows service on your server, so even if the console is logged off updates are still performed.
