Question : Unable to Rebuild the Offline Address Book - Exchange 2003

I am currently having problems generating the offline address book for my entire orginazation. The offline address book did work at one time but have also had problems with this in the past. Creating a new offline address book has resolved the problem in the past but has ceased to work. Outlook clients receive the following message when trying to download the offline address book:

This is the event errors that appear when trying to rebuild the new offline address book: note - I removed the server names for this post

I have searched through Experts Exchange and Microsoft to find a solution. I have created a new off line address book and tried to rebuild it and this generates the same error. I have checked replication for OAB v2 and OAB v3 and they are replicated to the same public store.
Microsoft suggests that error 8004010e means CdoE_NOT_ENOUGH_RESOURCES.
Any Ideas?

The problem is more complex than it first seemed.
I would suggest that you post in the support TA for the points to be refunded. However don't ask for the question to be deleted as it may help other people who view the question in the future.
