Question : Creating Fixture List in Excel

Ok, I need to create a list of fixtures with each team playing each other once.  If at all possible the series of games cannot allow teams to play two games in a row nor to have long breaks between games .

The maximum number of teams would between 4 and 16 teams.  

I have no idea how to approach this formula or coding, so any suggestions to either get me started or provide a solution would be greatly appreciated.
