Question : xp pro setup stops at licensing agreement

I am trying to do a clean install of xp pro in this newly built system. I am using a new cpu and mobo (they have being sitting in my garage for couple of years) but when I am installing xp pro, the proccess stops when license agreement tries to load or display.
Any ideas or suggestions?

Another thing you can check is your RAM, or any other hardware not essential to the computer loading.
