Question : Creating Outlook template with signature

The users in my department use Outlook XP and 2003. They also use Outlook, not Word, as their email editor. I am trying to create a workgroup template that all users will be able to access. Here is what the message looks like:
Dear Name,
Blah blah blah, yada yada yada.
Thank you for your time; we look forward to working with you in the future.
Sincerely,
If the user has a signature, it puts it at the top of the email instead of under the word "Sincerely". How can I make the signature appear at the bottom of the email?
