Question : setup terminal server "gateway" to individual desktop machines

I have an old server that I am essentially taking down and I want to put it to use in the following way. I have several users that I would like to be able to access their actual desktop computers (they have personal and Outlook files on these that are not on their server profiles) from home across the internet (RDC). Is there a way to set up a "server" that can allow access to those desktops, or is the best way just to set up a VPN on this old server?
If VPN is the best option, what kind of software should I use? Is there anything opensource that's easy to use? Thanks!

best bet would be to RDP direct to the machines you ask affectively asking a TS to reverse its role - which it cant do
