Question : Help on FTP

I cannot connect to my ftp site I created through IIS on my server. I put in my isp address but not log to the site. When check in computer management in IIS and right click on the ftp site every thing looks correct. Help me, please.

No, I believe not. You bought an internet access pack so you should have internet as a whole (all ports with no filtering). I've heard cases where some ISP block SMTP (Port 25) traffic, because mail spam and all that, but FTP ports are not known for those kinds of situations.
So if you have a VPN running and it works you must have some configuration on you modem (VPN passthrough or something like that, which means your modem is also acting like a router, so I'd suggest you to check NAT (port forwarding or Virtual Server) configuration on your modem/router.
