Question : Server Operator / Print Operator Built-in accounts Can't Stop/Start print spooler

I have a new copmany outsourcing IT services at one of the company branches, I have managed to restrict their control over that branch OU and by giving them Server Operator rights they can add/remove shares, run backups, among other things. My issue here is that they need to start/stop print spooler but Server Operator nor Print Operator let the user do that. I get the following error:
"C:\>net stop "TCP/IP Print Server"
System error 5 has occurred.

Access is denied."

basically i want that specific user to have FULL server and branch's OU control w/o giving them domain admin access and so far I think the only problem i have is the print spooler (but i may be wrong)

The local servers spoolers permissions need to include the Server Operator and or Print Operator groups.
This can be done via a GPO or locally on the servers.
