Question : How do I force a logoff after period of inactivity and/or specified time?

I want to force our SBS 2003 domain users to log off at a specific time at night (for backups) as well as after a period of inactivity. This should apply even to RDP users. *The administrator should be exempt from all of this* He should be able to log in anytime but still be subject to the period of inactivity rule.
The articles on Experts-Exchange seem to provide this but none really assume a person never using Group Policies before. I wish to learn my first one doing this. So please spell it out. Some of the explantions match what I see up to a point and then don't look the same so I don't want to mess this up.

There is a special screen saver on the Server 2003 CD called WinExit. Here's the KB that describes it: http://support.microsoft.com/kb/Q314999
You can deploy this screen saver via Group Policy, or you can just set it up manually on each workstation.
