First you will need to remove all traces of the failed DC from AD - see
http://www.petri.co.il/delete_failed_dcs_from_ad.htmAs there is another DC in the domain then just install thie new machine as an additional DC for the domain, then install DNS. AD and DNS will replcate from the other DC (assuming you are using AD integrated DNS). You will then need to install and configure DHCP again.
Make sure that the new DC is set correctly in AD Sites and Services.
