Question : Can't access my C drive to reinstall hal.dll

On my last boot attrempt, my computer would not start because windows/root/system32/hal.dll is corrupted.  I tried running recovery console, but the only disk it sees is D:/, which I believe is the CD that the Windows XP Pro install disk.  So I cannot see my C drive.  My C drive is a SATA device.  Would that be part of why my C drive is invisible?   Where do I go from here?
