Question : Unable to Modify Exchange 2003 Send/Recieve Restrictions

Hi,

We have 4 Exchange Servers, 2 Exchange Backend Servers and, 2 Exchange Frontend Servers.. All inbound mail from external sources is delivered to the Exchange front end servers, it is then forwarded to the appropriate backend server, depending on where the users mailbox lives.

We originally had the maximum send/receive size to 15MB, we have now configured exchange to accept up to 30MB.

I have set the size in the following locations:

Under Global Settings --> Message Delivery Properties --> Defaults. I have set Sending Message size to 15360 KB Maximum, and Receiving message Size to 30720 KB Maximum. Which effectively should allow us to send 15MB and Receive 30MB emails.

I have then gone to each Routing Connector --> Properties --> Content Restriction --> Allowed sizes, and made sure that "Only messages less than (KB):" is unticked

Under each of the Servers --> Protocols --> SMTP --> Default SMTP Virtual Server --> Properties. I have ensured that Limit message size to (KB): and Limit Session Size to (KB):  are both unticked.

There is no System Policy setup.
Under my own user account --Exchange General --> Delivery Restrictions I have set the Sending message size to 2090000KB and Receiving message size to 2090000KB as a test.

I can send emails out to external addresses that are of 19MB but cannot receive anything over 15MB.

The Message hits the Exchange Front End Server, the following is what's under message tracking:

SMTP: Message Submitted to Advanced Queuing
SMTP: Starting Message Submission to Advanced Queue
SMTP: Message Submitted to Categorizer
SMTP: Message Categorized and Queued for Routing
SMTP: Non-Delivered Report (NDR) Generated

Before mail hits our front end servers, it arrives at a hosted spam/av/content filtering solution that sits outside of our network, these are then forwarded to our front end servers. We can verify that the mail is sent to our frontend servers, so we know it is not the host provider causing the issues. Because of the way the hosted server acts, we cannot retrieve the NDR to see exact errors occurring.
Any help would be greatly appreciated!

It is a fault - you cannot have a different send and receive limit (even though there is an option) with a 15mb outgoing and 30mb incoming, your incoming will be limited to 15mb

stupid, but true - there is an MS KB article on it, i will see if i can track it down
