Cached Exchange mode is not supported and is not available on a terminal server.
It is possible to change the setting of the cached mode using the registry and the details below, but this is for a standard client pc - even on a terminal server the grayed out box is ticked but it still doesn't appear to activate cached mode.
I can see why you are trying to do this, but if you had quite a few users on the terminal server and lots of mail was syncronising their cached mail it could well affect the performance of the server to a degree that was noticable to the users.
Here is a link where MS states you can't use Business Contact Manager on Terminal Server (P23) http://download.microsoft.com/download/c/e/1/ce1ddfb8-ef91-4324-a9c7-28365087441f/W03_DatabaseOperations.pdf
