Question : SmartPhones and Delayed Syncing

We have just started deploying Verizon Wireless smart phones in our organization that run Windows Mobile. We have 1 Palm Treo, 1 Samsung i760 and 1 Verizon VX6800. Since we have starting utilizing them, syncing has been unpredictable and sporadic. We run Exchange Server 2003 SP3 and all of the following features are enabled in Mobile Services: Exchange ActiveSync Enable user initiated synchronization Enable up-to-date notifications Enable notifications to user specified SMTP address Outlook Mobile Access Enable Outlook Mobile Access Enable unsupported devices
ActiveSync on the phones were originally set to sync during both peak and off-peak times as items arrive. When we started having issues where items would not appear on the phone for hours at a time, I modified the sync properties every 5 minutes. However, it still takes quite some time for items to appear on the phone.
One note: items created from the phone syncs fine back to Exchange& the problem occurs when creating items and it syncing back to the phone. Same with email sending an email from the phone is immediate, but receiving emails from the phone could take an entire day. A lot of times I perform a manual sync just to get the data on the phone even then, there can be a delay at times.
Verizon has basically said that the problem is not on their end and will not offer any support whatsoever. Their only advice is to contact Microsoft. Before doing so and opening an incident, I thought Id run the problem by here. Any help is greatly appreciated.

Hi and thanks for responding.
That person's issue points to a user specific problem, however our issue affects several mailboxes. The phones have been tested using 5 staff, including my own mailbox and the problem is the same.
The Samsung was actually swapped out twice for replacement phones and the Palm and Verizon phones are brand new.
