Question : "NTLDR is missing. Press Ctrl+Alt+Del to restart." Won't boot to CD; USB Floppy Drive

I have a Toshiba Tecra A5 laptop with Windows XP Pro that I use for my work.  Upon installing a new application, I rebooted the computer and got the following message: "NTLDR is missing. Press Ctrl+Alt+Del to restart."  Unfortunately, the floppy drive is USB (not turn on in the BIOs to be active during boot up time) and the CD-ROM did not start the Windows XP installation CD when I tried to boot to that (to access the Recovery Console), so I don't know how to get to a DOS prompt or the BIOs to change the startup options.  Your help is appreciated.

Here's the specs:
Microsoft® Windows® XP Professional, Intel® Pentium® M 730 (1.6GHz, 2MB L2 Cache, 533MHz FSB), 512MB PC2700 DDR 333MHz SDRAM, 40GB(5400rpm), CD-RW/DVD-ROM, 14" TFT LCD at (1280 x 768) native resolution (WXGA), Intel Graphics Media Accelerator 900, 10/100 Ethernet, Intel 802.11b/g, 6-cell battery, 1394, 5-in-1 memory card slot, 1-year standard limited warranty.
