Question : Unable to view modify or remove public folders Exchange 2000

When viewing public folders in Outlook 2000 mail client cannot add item such as Calender below a Public Folder created called "shared calenders" (quote marks not part of the name ;-0) When connecting to public folder via Exchange system manager error originally was 80040e19 for which there are lots of solutions but none of them work.
I then gave Adminstrator full control of the M: drive now cannot connect comes up different error c1030af2 "The operation failed due to internal system error".
I can't do anything with via the system manager but I can now create items below  this "Shared Calenders" I originally created. I still can't remove or rename it though.
There appears to be a problem with IIS connecting to this server all server software is installed locally. comes up with "error connecting to the system cannot find the path specified" when starting Internet Information Manager.
The server runs with AD installed and the domain ends in .com I unistalled urlscan restarted all services relating to IIS and Exchange and messed with the IIS Lockdown tool (shouldn't have done that I know). Other fixes attmpted from the various solutions offered from the MS Knowledgebase and experts exchange too numerous to list  here will advise if asked.
Exchange is installed as Component of SBS2000 service pack 4 sp level of exchange I think is SP3.
