Answer : disable emails from outside the domain for specific users

You can't block specific users from receiving email from specific domains. If anything, the closest you could get would be to restrict all users from receiving email from yahoo.com or gmail.com, but I'm not sure if Exchange 2000 has that functionality.

If you want to stop the user from receiving emails from EVERYONE outside the Exchange Organization, then you could remove their external email address from the list of email addresses and replace it with an email address such as [email protected]

Since your local domain is not registered on internet based DNS, the user will not be able to receive emails to this address, although internal ones sent through Outlook should still work.

Alternatively there may be an option like in 2003 to restrict based on recipient email address, but I can't remember if E2000 has this or not. http://www.msexchange.org/tutorials/Sender-Recipient-Filtering.html (See if this 2003 article applies to 2000)
