Question : Re-enable the password expiration notice banner in exchange OWA

We are running exchange 2003 with owa on the front end. My users are telling me now they do not get the password is expiring in so many days banner anymore like they did in the past. i downloaded the owa admin tool and do not see any setting for turning the banner back on again. I also ran the script: cscript adsutil.vbs set w3svc/1/ROOT/exchangfe/PasswordExpirePreNotifyDays 10 in the inetpub directory and i received an error message. The error message is error trying to get the object: w3svc/1/root/exchangefe. I am not sure where to look next.
