Question : default website stopped

Hi,
I have a problem with this error. We are using Win2003R3 with SP2.

EventID : 122

The ADFS Web Agent for Windows NT token-based applications did not find the Uniform Resource Locator (URL) for the Federation Service in the Internet Information Services (IIS) metabase.

The Web agent will not be able to generate Windows NT tokens for users until it can find the Federation Service URL. Claims-aware applications are not affected by this condition.

User Action
Ensure that the Federation Service URL is configured in the IIS Manager Web Sites property page.

Also I cannot start my default website on my PDC.
This error pops up :
The process cannot access the file because its being used by another process.

Do have an idea ?

Answer : default website stopped

OK, I fixed it.
We have a client32 running.
After rebooting this server the client32 is running and the default website cannot start.
I have to stop the client32 and start the default website and start the client32.

But this is really poor. How to solve this issue ?
A startup script ?
Call the vendor NETSUPPORT ?
