Question : Restrict outgoing email for certain users

I have 10 users and I am using Exchange POP3 and SMTP to handle the mail sending and receiving.
I want to restrict certain users from sending or recieving external emails. I would still ike them to use exchange for all internal communcations.
I have tried using the SMTP connector restrictions for the outgoing but it does not seem to work.
