Question : Problem clicking on toolbar items.

When using Microsoft Word 2003, I can't click File | Edit | View toolbar items. I just get the crossbar with arrows as if it wants me to moved the toolbar. It does eventually work, but is a large pain to deal with. I tried to run a repair and that didn't work.  I also un-installed word, then re-installed it and that didn't work either.
