Question : 500 server error on Win XP SP3/ IIS 5.1

I've mostly been working on Windows 2003 with IIS 6 but when I tried setting up VS 2003 on Win XP (SP3), I'm facing quite some issues.

IIS throws error when I open the def site -- 500 internal server error with event log saying "The server failed to load application '/LM/W3SVC/1/ROOT'.  The error was 'General access denied error.' I tried following the question which was replied as below but I'm stuck at last point.

Component services >> COM+ applications fails with execution error. Unable to start the COM+ System Application service either.

Can someone help please?
