Question : How to disable reading pane and auto preview in Outlook 2003

I have a central application server with which about 15 users log on to. One of the applications is Outlook 2003. I need to know how to disable Auto Preview and turn the Reading Pane off, and make it so that the users cannot turn either of htese back on. I know how to do it manually for a given user, but I cannot trust the users to do this, and keep them off, so I have to doit for them. Is there a way to configure Outlook on the server so that this will be not an end user controlled option? I am also running Exchange 2003 on another server. Both servers are Win 2003.

"M_Epstein"...I have researched this myself before dispersing Office 2K3 in my org last Fall and wasn't able to find anything to do this....Office Resource Kit and Group Policy Office 2K3 ADM Templates do not have the specific policy to disable this. I will do a bit more research to see if there is a way to do this through the registry, but the downside to this is your users may need to be local admins for a registry modification to succeed.
