I'm assuming the "first page bid" value is what was called minimum bid and means your ad wont show unless you pay that much. (I use AdWord editor which still calls it minimum bid).
Have you looked at the spy glass button (by the keyword) to see why your getting a poor quality rating and therefore a high minimum bid?
Inclusion of some keywords can cause high minimum bids, even if I use them in the advert text and destination page. Thsi is generaly from very competitive keywords and gets worse if you use several. I could imagine restaurant could be one of those keywords.
Company names & trade marks are sometimes blocked so they may also bump up min bids.
Regionalising ads don't seem to effect minimum bids.
I had a similar problem with advertising on searches for competitiors. Its hard to use their exact name (i.e. the keywords) in your advert text and page, so you get poor min bids.
