Question : Exchange 2003 - Prevent Deletion of Email - Without use of Journaling

Here's the scenario:

We have an Exchange 2003 Standard Server with about 250 users. We are trying to implement a solution to that will allow us to achieve a 100% email rentention. Currently, we are using Archive Manager to pick up mail from the EDB that is older that 120 Days and because it has a much better compression rate thus saving space.

We know that Journaling is the way to go to be absolutely sure we achieve a policy of 100% email rentention. But for now, our current Exchange Server cannot handle the overhead associated with journaling. Is there no other way around this through some sort of GPO or ESM setting that can be configured?

I know that if a user gets an email and deletes that email immediately, followed by emptying the recyclinig bin, there's little hope for retrieving that email.

My question is....is there somewhere in Exchange that I make a change so that we have a chance to record that piece of mail before it's deleted without the use of Journaling.

yes these emails will be stored in the database so should be in the backup of the database. this would require some administration tho if you had to restore it from backups. i would also test this before you fully implement it so you are confident with it.
