Question : System-wide screensaver settings?

Is there a solid method of setting the screensaver parameters on a Windows Server 2003 running Terminal Server for all Remote Desktop users that doesnt require the use of a Group Policy Object?

Wow I cannot believe that I only got one response here.

For anyone who follows this I ended up using a local batch file to import a reg key disabling access to the SS portion of the display properties as well as disabling the ss itself.

Management didnt want GPO's being used.. for some weird reason.
