Question : No record of File Replication System, SYSVOL started - DCDIAG Errors

When Running DCDiag on my a newly installed DC I get this error:
Starting test: frssysvol Error: No record of File Replication System, SYSVOL started. The Active Directory may be prevented from starting. ......................... S-DCBKUP-07 passed test frssysvol Starting test: kccevent An Information Event occured. EventID: 0x40000456 Time Generated: 04/04/2007 09:57:49 (Event String could not be retrieved) ......................... S-DCBKUP-07 failed test kccevent Starting test: systemlog An Error Event occured. EventID: 0xC0001B70 Time Generated: 04/04/2007 09:53:44 (Event String could not be retrieved) ......................... S-DCBKUP-07 failed test systemlog
I went into site and services and selected replicate now, waited 1/2 hour and checked, no improvement.
I checked event viewer, there are no entries in the File Replication area and only informational records in the Directory Service area.
When I forced the replication, this event was logged in the application log: Event Type: Warning Event Source: MRxSmb Event Category: None Event ID: 3019 Date: 4/4/2007 Time: 9:56:01 AM User: N/A Computer: S-DCBKUP-07 Description: The redirector failed to determine the connection type.
any help would be greatly appriciated!

Is the SYSVOL folder shared out? Do you see event 13516 that says "frs is not preventing this DC becomes a DC blah blah..."?
If you don't see either, then run more diagnostic tests such as netdiag. Most of the time the cause lies in your DNS/network.
the simplest way to test if your FRS is working: add a blank folder under one of the policy folder, see if that new folder being replicated to other DCs. Do it for both directions.
MS provides tools such as frsdiag, ultrasound to check frs health.
