Question : Windows won't install USB devices.

Within the past month, my ThinkPad running Windows Vista has stopped recognizing new USB devices.  It launches the "New Hardware Found" wizard and then asks for permission to look for the appropriate drivers.  It checks preconfigured driver folders and then Windows Update, but cannot find the drivers.  This happens for all of my USB devices (root hubs, host controllers, external hard drives, flash drives, game controllers, etc.)  I've tried uninstalling everything relating to USB in safe mode, but that didn't seem to help anything.  I also renamed all of the oem??.inf files to oem??.old, but that didn't work either.  Does anyone have any idea why this is happening?
