Question : Add administrator account to Win Server 2003

I can't the answer online.  I need to add a user's account to a Win Server 2003 that they will administrate.  How do I just add thier one AD account as an administrator.  User Accounts isn't in the Control Panel and in Computer Management I only see how to create a local account.  I'm on SP1 for the application it hosts.

Right Click My Computer
Click Manage
Users and Groups
Groups
Administrators
Browse Ad for the Account (The Server must be on the domain)
Click Add
