Question : System Restore from command prompt

I cannot get anything on my screen when I re-boot. when I re-boot in safe mode I get the option to reboot to the command prompt so I'd like to try a system restore from the command prompt. How do you do that?

At the command prompt, you'll have to type in the full path C:\Windows\system32\restore\rstrui.exe
