Question : Microsoft Office 2003 Excel format problem Can't format cells. no error message

I have one of my clients computer that is having an excel problem. I am not sure why it is doing this because all of the setting appear to be correct. It doesn't take the setting change when I try to take a cell and format it to percentage. This is not limited to just one spreadsheet. It happens on any one that is opened new or old. To make matters worse the computer is in Spanish. I can get around that by comparing it to mine. I just need help figuring out why its not accepting my format changes.  Example would be the following: I type .15 and then right click the cell and choose format cell  percentages with 2 decimal places. I hit ok and then click out of the cell and nothing happens. The cell still reads .15   Any help would be much appreciated. Thanks AAron

Was the cell formatted as Text beforehand?
