Hi, here is an answer for The GIMP and the idea is to define a pattern, and then fill the picture with that pattern.
- How to define pattern:
- create new picture (my picture was 10x10) with transparent background (you'll need to click on Advanced options in the Create new picture dialog.
- draw the pattern
- save the image as .pat file in your, e.g. C:\Documents and Settings\your_user_name\.gimp-2.6\patterns folder
- close the GIMP and open it again (I cannot get the new pattern without that step :-(( )
- use the new pattern over your picture:
- open your picture
- choose the Bucket Fill Tool, define Pattern Fill as Fill Type, then choose your new pattern and Fill whole selection as Affected area.
- apply the Bucket fill tool.

Mode in the step 2.2 to get interesting effects.
