There is a plugin for Netscape that can open a large number of file types - including .cdr.

Go to this page
http://home.netscape.com/plugins/search_pi.html

Search for Plugins supporting:

leave platforms as                            all platforms
in the file extension box go to         .cdr
leave the MIME type  set to              All MIME types

Now click on start search

You should see this as the only thing the search found

You can download right from search result page.
