Question : Windows automatically adds ps extension to eps file

Am downloading an eps file off our webserver. It was uploaded by a MAC and the file name is background.eps
When I download via browser to my PC, it downloads as background.eps.ps or sometimes background.ps
Why does this happen?

The reason why it is happening is because macs do not require an extension. The file allocation bit is included in the file, so no extension is EVER needed on the mac. PCs however need the extension to tell xp what program the file belongs to or should be allocated to.
If you were to simply upload the file without the .eps you would download a .ps because pcs have to interperate the file. michaelbuddy was right. Eps (encapsulated postscript) is a hibrid of a ps (postscript). EPS's are created by design (ie photoshop) programs and not PC operating systems. PCs only recognise .ps an that is a file PC OS's can generate (ie when you print a ps file is created for printing)
So adding .eps gives you background.eps.ps. (background.eps = file name given)(.ps = pc interpretation)
