Question : [Sybase][ODBC Driver]Unable to connect to database server: unable to start database engine

Hi We recently upgraded our NT 4 server to a Windows 2003 platform and have an IIS application that accesses a Sybase database. However, when we now try to connect to the database with the database and IIS running on the same server, I get the error: [Sybase][ODBC Driver]Unable to connect to database server: unable to start database engine
We are able to connect from any other client machine (including Windows 2000), just not the Windows 2003 server where Sybase is installed. ODBC is configured identically on the old machine (NT4) and the new machine (username, etc) and the old machine can still connect to the db on the Windows 2003 box.
We need to run both db and IIS on the same Windows 2003 server. Can anyone shed any light on this as we have tried it with a DSN-less connection, etc. but nothing seems to work.
The ODBC drivers accross all platforms are Sybase SQL Anywhere 5.0 version 5.05.04.1867. Thanks Chris
