Question : XP Profiles inaccessible from admin accounts: can't copy profiles

I have a new Windows 2003 AD with only 15 users.
I join XP Pro to the domain and logon to the domain as the user.
I go thru User Profiles to copy the local profile to the domain profile and am denied access.
Thru explorer, I have no access to the newly created profile directory (as domain admin).  Domain Admins are a member of the local admin account.
I've tried to take ownership.
I can successfully logon from the DC and copy across the network from one profile directory to another, however, it's very time consuming and I'm suspicious that it is going to work in the future.

I've tried this on multiple XP Pro machines with SP3 with the same results.  The latest was a fresh install of XP Pro with SP3.

Your thoughts are greatly appreciated.

Ryan...thanks for the thoughts...but we've tried all of the basic profile copy techniques.  This looks like it's more of a permissions problem coming off of the AD.  The admin account doesn't have the basic rights to perform the profile copy.

-Login from Domain\Administrator or LocalMachineAccount\Administrator have similar results.
-Login to the DC as Domain\Administrator, navigate to the machine\c$\Documents and Settings and copying from the source profile to the destination profile gives mixed results.  one machine I performed this operation on, the Domain\Administrator didn't have rights to access the profile directory.

The big question I have is How do rights get passed down to the Documents and Settings profile directories?  Is there are a Domain Policy that administers these rights?
