Question : "out of system resources" fix??

Running WIN98 on my Pentium II, 400MhZ, 128Mb RAM computer, I need to access the Control Panel's Mail and Fax icon; every time I try to do so, I get message "out of memory or system resources; close some applications and try again." Although the System Resources Monitor says I have from 76% to 88% available, I have closed down everything I can and still get same message. On my other computer, using WIN95, a basic Pentium running at 120MhZ in only 32Mb RAM, I have virtually the same applications open at startup, and no problem at all accessing the Mail and Fax icon through Control Panel. Any idea why I have this problem on the WIN98 computer, and how I can fix it??
