Question : Toshiba Power Management

I just bought a Toshiba Satellite 2545CDS. When attempting to acces Power Management(which I believe to be Toshiba's version--not Windows), I get the following error messages: RUNDLL32/program will shut down--I click OK and then get:Cannot find PwrUtil.dll--I click OK and the Power Managment screen appears and I can make any adjustments and have no further problems. Also, I have had to go into the Windows System Config Utility (I have Win98) and uncheck PwrTray.exe in the Startup tab or the Power Mgmnt Utility won't work at all and the computer freezes if I click on the Power Mgmnt icon in the Control Panel. How can I get PwrTray/Power Mgmnt to run without all these conflicts?? (I have already attempted a re install of the above utilites from the Toshiba disk that came with the computer--no luck)
