Question : operation cancelled due to restrictions in effect on this computer

When I am on the www with ms explorer and I right click on a picture and then from the popup menu choose "Set as Desktop Item" I get a message box which says :

"This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator."

In times past I could use that choice with no problem.
This is on my home computer so I do not have a system administrator. However I am on RoadRunner via my TV cable so I guess it is viewed as a LAN by windows...

I am now useing ME, but I did have the same problem with
Windows 98.

Backup the registry and/or export the following key:
go to Start>Run, type regedit. Navigate to:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop
