Question : can't move icons

I rebuilt a pc and now I can't move icons on the desktop. I went to Windows explorer still I can't move them out from programs. When I right click on them to move them out nothing happens. When I right click on them I can't move them on the desktop. The Desktop folder is intacked in windows and shows all the icons.

Funny thing, that IE4 is. I've seen this a few times:

-uninstall IE4

-re-install w95. make sure to select "keep old file" when prompted (you will be asked quite often during the install).

-check for machine operation and stability

-install IE4

Depending which versions of IE4 & w95 are running together can create a lot of different problems, mostly compatibility. Make sure you check the system each step of the way.
