Question : Vista Home & Networking (seeing other PCs on a network)

I have two PC that appear to be setup exactily the same, but they can't be because: Both PCs are members of the workgroup workgroup but on PC #1 when I go under network I see all PCs that are currently on our cabling system but when PC #2 goes under networking he only sees the two members of the workgroup WORKGROUP, which is itself and the PC #1. This is critical because when I go to map a drive and browse I only see the members of workgroup.
What settings must I have for PC #! to see all computers on the cable network?

1) Either set up a hosts file for all the machines or Set up shorcuts once you can connect via
Start-run
\\IPaddress\sharename
