Question : Task Manager will not open

Win XP Pro/SP2 station connected to an SBS 2003 server. We had some issues with a custom Word template, in the process of troubleshooting that I found that the task manager would not open when logged in as any user other than administrator. The users are administrators on the computer while logged into the domain. Other computers logged in as those users can pull up task manager. There is no error message, it just doesn't come up. There are no viruses, no spyware.  Added a user to the computer so that it creates a new profile, still can not bring up task manager.
